This site and  http://radar.weather.gov/Conus/full_loop.php have similar
actions when using the scroll ball, they have significantly delay action...
resulting in a jerky reaction on the screen.  On the roughlydrafted site no
scrolling will take place until the whole page is rendered. 

According to the progress bar in the address line the load is completed yet the
scroll ball will not move the display for several seconds.  Then the displayed
screen will shift drastically.
