I'm experiencing the same bug as well and in practice it renders the page zoom
feature pretty much useless. It seems to me that whenever a new window or tab
is opened, the behaviour of page zoom of all open tabs and windows is degraded
to the same behaviour as seen in old versions of Safari/WebKit that didn't have
the page zoom feature.
