bugzilla-tool needs a module which supports better ChangeLog parsing

It's not actually specific to bugzilla-tool.  There are numerous times when we
want to be able to parse ChangeLogs to get information from them, or to edit
them, etc.

I'll attach a work in progress patch I wrote.
