bugzilla-tool land-diff should error out if there are local commits

git svn dcommit will "handle" local commits,but land-diff will get confused
about posting comments to the bug anyway, so we should just make it not
supported.

We should eventually add a land-commits option though, which knows how to
cherry pick a commit over onto a new branch, fix up the ChangeLog and land.
