Part of the page is covered with background color, cannot create account on
live.com. 

Reproduces in Safari and Chromium.

It looks like this bug is a result of user-agent sniffing. If we spoof as
Firefox, the bug goes away. And if I save the html that Safari is served in a
local file and load it in Firefox, Firefox misbehaves in the same way.
