bugs.webkit.org should display "is committer" information next to commit-queue
flag

...and probably other places in the site.  Since we now have a nice list of who
is and who is not a committer, we could let bugzilla use this information.  One
way would be to show a little "bob is not a committer" warning next to the
commit-queue flag so that folks can more easily know if they should cq+
something or not.

Unfortunately bugzilla is in perl and committers.py is in python, but I expect
we smart folks could figure out a solution there. :)
