Splotchy drawing of sub-pixel width splines in GraphicsContextCG

Compare the rendering with Skia.  The Skia rendering looks better, although
again, I'm not enough of a graphics expert to know which one is correct.  If
this is a CG bug and needs to be filed in radar instead, I'm happy to do that. 
Given that this may be simply related to how we (WebKit) calls CG, I'm starting
here.
