To reproduce:

1. Open Task Manager and look at Safari's CPU usage
2. Go to http://i26.tinypic.com/2m6saz4.jpg (yes, that's an animated GIF even
though it has the ".jpg" extension)

As the animated GIF plays, Safari's CPU usage grows to 100% (of one CPU, so if
you have multiple CPUs it will grow to 100% / (number of CPUs)). When the GIF
loops back to the beginning, Safari's CPU usage drops back down, then starts to
grow again. (It looks like a sawtooth wave in the Performance tab of Task
Manager.)

This doesn't seem to happen on Mac.
