Sure, but svn-create-patch is also the official process for creating a patch.
And svn-create-patch was modified a while ago to always create patches with
full paths.

Re-stated: I think we should make the right thing (uploading patches with full
paths, and landing them nicely) very very easy.  And we should make the wrong
thing (uploading patches with incomplete paths) hard, and bad things (landing
patches with incomplete paths in the wrong places!) impossible. :)

Again, I totally agree we should have guards in place to prevent patches with
incomplete paths from turning into bad commits.

I will implement solution 3.
