a quick read of XML Linking Language (XLink) Version 1.0
http://www.w3.org/TR/xlink/

suggests that it is unlikely that xlink only refers to anchors, unless that is
a constraint of svg1.1.

eg An XML element conforms to XLink if:...
http://www.w3.org/TR/xlink/#markup-reqs

appears to suggest that any xml element may have an xlink
unless I am mis-reading...
