The new plan is to change test_shell to evaluate the isolated script
immediately instead of using the work_queue_.  That simplifies life
dramatically.  I've changed the patch to rename "queueScriptInIsolatedWorld" to
"evaluateScriptInIsolateWorld" to indicate that this call is now synchronous.
