           Summary: In quirks mode, body.clientHeight > body.offsetHeight
when you put padding on the HTML element
           Product: WebKit
           Version: 528+ (Nightly build)
          Platform: Macintosh
        OS/Version: Mac OS X 10.5
            Status: NEW
          Severity: Normal
          Priority: P2
         Component: Layout and Rendering
        AssignedTo: webkit-unassigned at lists.webkit.org
        ReportedBy: ojan at chromium.org
                CC: hyatt at apple.com

Summary: In quirks mode, body.clientHeight > body.offsetHeight when you put
padding on the HTML element

It's not clear to me what the right thing to do here (whether they should be
equal or have offsetHeight>clientHeight), but it's clear that the current
behavior is wrong.
