Yes, the specification says "may be" printed on every page, rather than "shall
be" or "must be".

This goes beyond consistency with other browsers.
Without repeating table headers and footers, Webkit is unsuited for any
line-of-business application which requires the printing of tabular content -
which is to say virtually all such applications.
