I see the same problem in foreground tabs with Safari 4, but not with Safari
3.2.1. Reproduces for me with Safari 4 on 10.5.6 with:

- command-N to make a new window
- type or paste in the URL above (<http://digg.com/d1nzN6>)
- hit Page Down key
- hit Page Up key
