1) Whether or not Safari creates a new window or a new tab in this situation is
up to Safari, not WebKit.  Bugs in Safari should be filed at
<http://bugreport.apple.com/>.
2) TargetedClicksCreateTabs is not a supported feature of Safari.  The fact
that it is only accessible via a "defaults write" command should make this
relatively obvious.
