I believe that this aspect of cookies is something that is handled by the
networking layer.  For Apple's version of WebKit this is handled by the
CFNetwork framework that is part of Mac OS X.  That issue will be tracked via
the Radar you filed.  If Google Chrome is also demonstrating similar behavior I
would recommend filing a bug report in their bug database as they use their own
networking layer.
