Overview Description:  Command-clicking a link (to open it in a new tab)
without first selecting the "select tabs and windows as they are created"
preference will cause the tab to be created, but to be blank.  Selecting the
"select tabs and windows as they are created" preference" will cause the bug to
go away, but it also cause the bug to permanently go away -- as in, not be
reproducible even if the preference is deselected.

Steps to Reproduce:
1. Ensure that you are using a fresh Safari preferences file, and the "select
tabs and windows as they are created" preference is deselected.
2. View any web page that has a lot of links.
3. Command-click on some of those links.
4. Click at least one of the new tabs.

Actual Results:
Each new tab's content was blank, with a white background.

Expected Results:
Each new tab would have contained the appropriate content for the respective
links that I command-clicked on.

Build Date & Platform:  r36847, built 2008-09-24 for Mac OS X.

Additional Builds & Platforms:  Doesn't occur on r36766, built 2008-09-22 for
Mac OS X.
