Tooltips break hover-menus on Safari for Windows

With the test case...
Step 1: Hover over a main menu item
Step 2: Hover over a sub menu item and wait till the tooltip shows
Step 3: Hover over the tooltip.

The sub menu closes. It shouldn't. This is because the menu is no longer being
hovered over.

Chrome fixes this, because the tooltips follow the cursor very quickly, where
as safari does not - tooltips stay in the same place. Not a problem for mac os
x.
