When this site http://radar.weather.gov/Conus/full_loop.php  is first opened
the system reacts as expected.  On my MBP OSX 10.5.5 2meg RAM with a wireless
super mouse when the scroll ball is moved it takes approximately 3 seconds for
a move to happen.  Clicking on the scroll arrow results in a 2 second delay.

All moves are large distance.
