The "transition-property" function does not seem to support changes in
background-image, or any other type of background change other than color. the
"all" parameter does not affect backgrounds either.

While not a major block, this is hobbling to such a useful function.

I was intending on using this in a list based navigation bar, to generate a
transition between normal and hover states.
