II Issue:
border of table is rendered differently

III Conclusion:
In the table, the cell in 1st row and the cell in 3rd row have no content, so
IE/FF/Opera don't draw border. However, Chrome/Safari always draw the cell's
border in spite of whether having content in cell.

IV Other Browsers:
IE7: ok
FF3: partially ok

V Nightly tested: 37604
