The URL takes you to a reduction that demonstrates the issue. This is complex
because FF3 and IE7 don't agree 100%. FF3 and IE7 agree on the table, but
disagree on the DIV. WebKit and Chromium 0.3.155.0 agree with FF3 on the DIV
and disagee with both IE7 and FF3 on the table.
