The "Edit" links for patches link to a page that has only slightly more
functionality than the "Review Patch" page.

So far the only part of the Edit page that doesn't exist on the Review Patch
page and that anyone has claimed to use is the "Content-Type" field.

Perhaps we should reduce the visibility of the Edit links, and/or trim down the
Edit page to just the functionality that isn't present in "Review Patch".
