What steps will reproduce the problem?
1. mouse over different zone 
2. pop up will show more info related to the air quality

On IE7 and FF3 the pop-ups take awhile to come up but they do eventually show. 
On the nightly webkit build and Chromium 0.3.155.0 they never show.  It looks
like the event isn't firing.
