Playback of base-64-encoded WAV sound data results in severe distortion when
sound is played programmatically:

var dataURI="data:audio/x-wav;base64,..." ;
var audio = new Audio(dataURI);
audio.play();
</script>
This does not happen for URL-encoded WAV sound data.
Also, both types of encodings play just fine when the respective data URIs are
used in static hyperlinks.
For reproducing the bug, one could use this online data URI generation service
http://software.hixie.ch/utilities/cgi/data/data
together with a small WAV sound file such as the 5KB oops.wav from
http://www.eventsounds.com/wav/oops.wav
