visited links do not change color until hover

1.  Right-click on some link and select "open in new tab"
2.  notice how the link does not change color.
3.  Hover over the link with your mouse (now it changes to the :visited color!)

I was certain there was another copy of this bug in bugzilla somewhere, but I
didn't see it when searching.
