I can't see any evidence of there being a delay on Windows. The Vista UI
guidelines make no mention of a delay:

Empirical evidence from using Windows software and Firefox's source code
suggest there's no delay before a drag starts (this is also true of Firefox on
mac, but that seems to be a bug).
