I Steps:
Go to 
http://cn.msn.com/

II Issue:
Click on vertical scroll bar and try to drag the bar up/down. Nothing happens.
The page doesn't scroll. But on using the mouse wheel scroll, the page can be
scrolled.

III Other browsers:
IE7: ok
FF3: ok
Opera9.24: ok
