When the WebCore change to r31178 is backed out, the
LayoutTests/fast/html/marquee-scroll.html test does not fail.

Unfortunately, testing the position of the marquee element is very
timing-dependent, so it may not be possible to make a test for this without
some exact timing mechanism (unless <marquee> supports stopping the animation
at a known offest).
