when the web inspector is used to 'inspect element', the page is dimmed except
for  the element which you are inspecting.  however, when you then scroll the
page, the rectangular "highlighter" remains stationary while the page moves
below it.

sorry if duplicate bug report, didn't see this error, but didn't check every
single bug, either.
