I agree. That is why we have encoding override mechanism. 
I just think we should give user chance to look th page with original specified
encoding when first time visiting a new page. But now in safari, once you
specified a encoding override in one tab, then the tab would always use the
specified encoding to decode all pages after that. That is incorrect.
