Updates WebKit.sln to build WinLauncher.

* Updates WebKit.sln to build WinLauncher.
* Updates WebKit.sln to handle WinLauncher for the Debug_Cairo and
Release_Cairo cases.
* Updates WebKitTools/WinLauncher/WinLauncher.vcproj to use standard WebKit
vsprops, to output results to the proper directories, and to link against the
proper targets.
