Steps to reproduce:

Go to bug url (https://esubmit.stanford.edu/esubmit/f?p=103)

Expected results:

Page should load almost immediately

Actual results:

Page does not load.

Not a regression, as I have the same problem in 3.1.1.  Tested with r34522. 
Works fine in Firefox
