Okay, I changed 'urlbase' from 'http://bugs.webkit.org/' to
'https://bugs.webkit.org/', 'sslbase' from blank to 'https://bugs.webkit.org/'
and 'ssl' from 'never' to 'always'.

Changed urlbase.
Changed sslbase.
Changed ssl.
Changed passwordmail.
Changed whinemail.
Changed voteremovedmail.
OK, done.

Weird--didn't change any of the *mail parameters myself.  Looks like blank
lines get added to the end of each one on every submission!?
