This works fine for me.  Nothing has changed in the Bugzilla configuration
recently.  Log messages from Apache on bugs.webkit.org say the following:

[Tue Jan 15 07:24:20 2008] [error] [client xxx.xxx.xxx.xxx] (70007)The timeout
specified has expired: Error reading request entity data, referer:
http://bugs.webkit.org/attachment.cgi
[Tue Jan 15 08:36:40 2008] [error] [client xxx.xxx.xxx.xxx] request failed:
error reading the headers, referer:
https://bugs.webkit.org/attachment.cgi?bugid=16882&action=enter

This suggests there's a network problem somewhere on the way between your
machine and bugs.webkit.org.  Not sure what, if anything, we can do about that.
