retested with Safari 3.0.4 and r30628: Safari now acts like Firefox.
Minefield (FF 3.0b4pre) is the same.
Opera 9.50 beta closes the anchor when the enclosing paragraph is closed.

So, it's no longer broken in the real world case this came from (or at least
not moreso than FF).

I don't suppose the HTML 5 spec resolves this, does it?
