The behaviour of whether :hover is applied to parent elements is inconsistent
in ToT as of writing.
In the attached test case, hover over the the "Foo", then move the cursor down
over "Meh". The second line will flicker. If you go from "Foo" to either "Bar"
or "Meep" before going to "Meh" the second line stays visible the entire time.
