A table that contains any combination of the thead, tbody, or tfoot child
elements with "border-collapse" set to "separate" and "border-spacing" set to
some non-zero value will not properly collapse the vertical border-spacing
between cells in the table's child elements resulting in double the amount of
border-spacing between cells in one element (thead, tbody, or tfoot) and cells
in another (thead, tbody, or tfoot).
