The patch is now up on bug 22108.  Sadly, it will not help Safari as-is.

Random note: Even if you entirely disable the code that drops references to old
frames for large GIFs, this GIF still eats CPU in Safari.  I see no reason why
it should; this seems like a clear bug in the CG GIF decoder.
