I have a local patch that allows me to address the Chromium version of this
issue.  CPU went from being pegged at 100% on my test GIF to 0-1%.  As-is, the
patch wouldn't fix Safari (which uses a different GIF decoder than Chromium)
but would put in framework that could allow the issue to be fixed later.
