If the Flickr page showed many images, rather than just one, and the images
were high resolution, then disabling the optimization would make Safari
unresponsive, or at least very sluggish to animate. I'd like to avoid that, if
possible.

I wonder if we can come up with a middle-of-the-road solution that uses high
quality scaling when reasonable, and low quality scaling under heavy load.

What about a simple algorithm that chooses low vs high based on total area of
images being scaled?
