Paypal run a trouble-ticket system at the URL above.  Once you submit a trouble
ticket, in Firefix and IE the system responds with a confirmation screen and
suggested Knowledgebase articles (the response URL is something like:
https://ppmts.custhelp.com/cgi-bin/ppdts.cfg/php/enduser/ask_submit.php?p_sid=ZlTbjwaj&p_accessibility=0&p_redirect=&p_lva=&p_sp=&p_li=
)  however in Webkit nightly, the confirmation page does not display at all -
completely blank screen.
