* STEPS TO REPRODUCE
1. Launch Safari/WebKit
2. Open URL:  http://www.statelibraryofiowa.org/ld/silo/index

* RESULTS
FOUC when loading the page.

* REGRESSION
Unknown, haven't tested with other versions of Safari/WebKit.

* NOTES
No FOUC seen on Firefox 2.0.0.x.

No FOUC seen on WebKit nightly r31893--fixed by the speculative preloading
patch?
