This bug really needs more details and possibly to be broken up into multiple
bugs.

The original complaint was that we don't support the error event at all. But
it's clear that we do have the event and some code to dispatch it in some
cases. We can fix the attached single test case, but it's likely that single
fix won't cause us to dispatch error events in all the various cases people
want us to.
