1) Go to http://www.bantha.org/~mdavids/webkit/framescroll.html
2) Scroll the iframe

Expected result: You see a bunch of "scroll event win" go down the page

Actual result: nothing

The expected result happens in FF 2.0.0.12 as well as 3.0b4. I get the same
results for Safari3.1 Mac and Windows, as well as a nightly Mac build. As the
page source reveals, I can't come up with a workaround.
