Verified with a local debug build of WebKit r25505 with Safari 3 Public Beta v.
3.0.3 (522.12.1) on Mac OS X 10.4.10 (8R218).

Some random things I noticed while testing:
- The progress bar gets stuck in weird (unfinished) states while using this web
site.
- The site apparently uses a lot of AJAX (XMLHTTPRequest).
- You should click "OK" after Step 5 asks if you want to resubmit the form
(which is actually the login form information).  Firefox asks for this as well.
- Debugging this may require capturing packet traces.
