The bisect-builds script says:

I'm guessing that CoreGraphics (CG) on Tiger doesn't automatically include
image/x-icon in its list of supported MIME types in
initialiseSupportedImageMIMETypes() in WebCore/platform/MIMETypeRegistry.cpp.
