SVGElementInstances should rebuild themselves lazily

Currently SVGStyledElement::updateElementInstance is called any time an
SVGStyledElement changes.  Instead SVGStyledElement should just invalidate its
associated SVGElementInstance every time it changes, and then it should rebuild
itself when necessary (during layout perhaps?)
