SVGPathElement has no normalizedPathSegList

I'm not sure what the proper design for this looks like.  We'd have to be able
to retain some sort of association between the non-normalized pathseglist and
the normalized one.  Of course our current pathSegList is totally bogus, as
it's already normalized.
