SVGImage does not support sub-resource loading

This is kinda a good thing, because it prevents any sort of sub-resource
loading loops, but it does lead to incorrect behavior.  I expect most authors
would expect an SVG referenced by <img> to support at least one level of
subresources.

I've attached a zip file containing a DRT-ready test case.
